Focus Point 
 

This tutorial is going to be a quick and easy one.
This tutorial was inspired by a Tip from TipWorld.

First thing, select an image that you would like to use. 
I choose this one.
 

With your selections tool, ellipse selected, feather = 1, anti atlas checked, select the part of your image that you would like to focus on.
Once you have your focus point selected go up to Selections, Invert.
Go to Image, Gaussian Blur with these settings.

Now go up to Image, Inner Bevel and use these settings.

With the selection still selected, apply a drop shadow with these settings.

Add another drop shadow with the same settings, but this time Veritcal and Horizontal set at 2,2.

Go up to Selections, Select None. 

You are finished.
Here is what your finished image should look like.
