1. I started with a 300x300 transparent image. 

 2. Flood filled with Ultraviolet. 

 3. Effects/Artistic/Contours/Custom1. 

 4. Artistic/Enamel/Custom5. 

 5. Geometric/Ripple.  Amplitude 20, Wavelength 30.  Horizontal and   Vertical both 10.  Mirror the image and repeat the Ripple.  Then mirror again. 

 6. Textures, Soft Plastic, Custom 5. 

 7. Illumination/Lights/Star. 

 8. Add a new layer and flood fill again with the Ultraviolet, Opacity 50%.

 9. Merge and Flatten the Layers. 

10. Go to Reflections and use Kaleidoscope.  Everything except Petals set to 0.  Petals at 20.
