Copy and paste as a new layer one of your horizontal ruffles.  Rotate Right or Left 90 Degrees, depending on which ruffle layer you copied.  Make sure that All Layers is unchecked.

Click on the Deform tool and squeeze the side ruffle until it matches the width of the template side piece.  Use the Unsharp Mask if you need to Sharpen.  Copy and paste this layer as a new layer, mirror the new layer and move it to the right side.

Name your ruffle layers, delete any template layers.
The side ruffles go under the horizontal ruffles.

Click on the Preset Shapes.  Choose the Teardrop.  Uncheck Retain style.  Antialias/Create as vector/Line width 1.  Set both of your Styles swatches with your pattern, Scale 25%.  Draw the Teardrop while zoomed in near one of your corners so you can judge how big to make it.

While this is still a vector, Rotate Left or Right 45 degrees,
depending on which corner you were zoomed in on.

Convert to a Raster Layer and copy and paste 3 more times as a new layer.
Open up your Layer Palette.  This is the order of the arrangement.
The new corner layers are between the ruffle layers and the piping and base layers.
