First thing you need to do is find a mask that you want to use.

Now that you have found a mask, you will want to find a image that
will look good once a mask is applied. Here is the mask and the image
that I have picked for this tutorial. You can right click on these and save
them to your hard drive.

Open your image and your mask (you can minimize the mask if you want, just don't close that window).

Now make your image active. Go up to "Masks", over to "New", then down to "From Image".

A window is going to pop up looking like this.

Now in the drop down box select the image that you are going to use as the mask.
In this case it is called, "lpframe1.jpg".

And for this mask, you have to have the "Invert mask data" checked. Click okay.

Now your image should look like this.

Go back up to "Masks", "Delete" a new window pops up. Click yes.

Now what I do next is I add a drop shadow.

So go to Image, Effects, Drop Shadow.
Now add a drop shadow.  You can use whatever setting you would like.
Here are my settings.

Now your image should look like this.

Now I add a new layer and move it under the background layer.

Now we are going to flood fill it. You can do this anyway you like.
I am going to floodfill it with just a solid color.

Here is my image so far.

I added a border, applied bladepro and here is my finished image.
