Here we will do a matted frame using a bit of a different technique. 
We are going to use the original picture to help make the frame. 
First thing you need is a image. Now this can be anything you would like to frame.
I chose this one.

Do a shift D so you can have another copy of your image, we will use it later.
With your eye dropper tool, select a color from you image for your foreground color. 
Now go and pick a color for your background color,
This one you want to be an awful color,
you will need to be able to select it without selecting any of your original image. 
I have chosen a bright pink. 
So these will be my colors.

Now go to Image, Add Borders and select as shown below.

With your magic wand select the border and flood fill with your foreground color.
