We are going to apply a drop shadow now.
Go to Image, Effects, Drop Shadow. Use the settings color= Black, Opacity=95, Blur=10.6, Vertical and Horizontal= -1, click ok.
Apply another drop shadow using the same setting except this time set the Vertical and Horizontal at 1.

Your image should look something like this.

Go to your top tool bar and go to Selections, down to Select None, click.
You are going to add another border, same setting as above.
Using your magic wand select the border. We are now going to flood fill the selected area, but this time we are going to use the copy of the first image. To do this click the flood tool.

Now go over to the flood tool controls and set it to floodfill , pattern.
Should look something like this.

Now click the tab that looks like a grid (flood fill option).

Find your orginal image and click it. Go over to the image we have been working with and flood fill the border that has the marching ants around it. Now your image should look something like this.

With the ants still marching around your border we are going to add another drop shadow. 
Use the same setting as we did above. 
Image, Effects, Drop Shadow, Color=Black, Opacity=95, Blur=10.6, Vertical and Horizontal= -1, click ok.
Apply the drop shadow again this time using the same settings but this time the vertical and horizontal are 1.

Go back up to Image, Add Borders. Add another border same as before. Use your magic wand and select the border and flood fill with the solid foreground color.
We are going to add another drop shadow with the same settings.
Image, Effects, Drop Shadow, Color=Black, Opacity=95, Blur=10.6, Vertical and Horizontal= -1, click ok.
Apply the drop shadow again this time using the same settings but this time the vertical and horizontal are 1.

Now for the finishing touches, go to your color pallet.

click on your foreground color and a window is going to pop up.
Either copy or write down the number that your foreground color is.
Mine is highlighted on this image.

Cancel that window out and go up to Image, Effects, Cutout and apply these settings to the border that still should have the marching ants around it.

And your final matted picture should look something like this.
