Making A Holiday Plate
A simple and easy method

Open a new image, 200x200.  Use the Selection Tool/Circle and your Ruler.  Put the cursor so that the ruler is at 100x100.  Move the selction until the circle fills the 200x200 image within one square of the edge.  Flood Fill with white.  Create a new layer for the inner plate.  Put the cursor back at the 100x100 mark.  Draw the inner circle to your own tastes, similar to the image below.  Flood Fill this selection with white.


 

While still selected, go to Image/Effects/Inner Bevel.  Choose the Frame preset.


 

Use the Freehand Selection Tool to select the area as shown below.
Once selected, delete this area.

Copy the Inner Plate layer and paste as a new layer.
Mirror and then Flip this layer.
Line it up with the first inner layer.
Use the eraser to remove any excess where they meet.
Change the Opacity of this layer to 30%.

Find an image that you would like to use for the plate.
Resize that image so that it is about or exactly 200x200.
Paste it as a new layer on your plate.
Reduce the Opacity to at least 50% so that you can see the plate base beneath it.
Use the Selection Tool once again at the 100x100 mark.
Make your selection size to your own taste, similar to the image below.

Invert the selection and then hit delete.
