The Mover is........well.........the Mover! You move objects around that are on different layers. With the Mover tool active, I first click on the clock, hold down the click and move the clock away from the butterfly.
Now I click on the butterfly with the Mover tool and move it
closer to the clock.
If your object doesn't have any transparent area around it that you don't see, the Mover tool will be able to find each object and make the layer that object is on active.
