Open an new image, 600 x 400, transparent background.
Make your your foreground color #19318B and your background color
#8EE2EC
With your preset Shapes tool
We are going to use the Rectangle preset shape with the settings
as below.
Start at 10,10 (numbers located down in the left bottom corner) drag
it to 580,380.
Now with your magic wand, select the color part of the rectangle.
Flood fill this with the Linear Gradient with these settings.
Notice the Angle direction in the flood fill
options.

Blue Gradient
Go up to Image, Effect, Inner Bevel and use these settings.
Go to Selections, Select None
With the Preset Shapes tool, rectangle same settings as above, draw
another rectangle
starting at 30, 30 and drag it down to 540, 340.
With your magic wand select the rectangle you just made.
Go to flood fill with the same gradient, but this time make the
Angle 222
Go Image, Effects, Inner Bevel and use the same settings as above.
Go to Selections, Select None.
This is what it should look like now.
Add a new layer.
With your draw tool
And you want to use these settings.
Now the brezier tool can be your friend...Just don't let it intimidate
you.
Click on the 30, 200 and then drag it over to 200, 540.
Now go over to 130 (top #), 100 (side #) click once, then down to
450 (top #), 300(side #)
click once.
And here is your curve when the clicking is done.
Now copy and paste as new layer. Do this four times. You should have
five curves now.You can spread them out so you can see them a little better.
With your magic wand select one of the curves.
Flood fill it with a rainbow gradient.

Notice the Angle in the flood fill options.
Here is what your curves should look like now.
Now go up to Selections, Modify, Expand. When the window pops up,
we want to expand by 2 pixels.
Now go up to Image, Gaussian Blur with these settings.
(We are hoping to get rid of the jaggies when we use the Gaussian
Blur effect.
If you know of an easier way, please, oh please email me and let
me know.)
Go to Selections, Select None.
With the curved line still having the marching ants,
Go up to Image, Effects, Inner Bevel and use these settings.
You want to flood fill each line a little differently, so here is
what your gradient looks
like when you click on the Edit in your floodfill tool option.
Now take your cursor and place it over the Red pen looking thing.
While hold down your left mouse button, drag the Red pen over to
where the Orange
pen is, and move all the colors to the right. Your gradient should
look like this.
Now you will want to do this with each different curved line.
Keep sliding the colored pens to the right until you have filled
all 5 of your curved lines. This is what your frame should look like now
with all the curves done.
***Now go to your layer palette and
make the rectangle part of your frame invisible.
Merge all visible layers. (make sure you are on a visible layer
before trying to merge all visible).***
I personally still didn't like the jaggies I had, so after I merged
the curves, I went to blur one more time and then went to sharpen more.
***Another Tip is you can use the deformation
tool to squish it or make it longer and by doing the deformation tool,
it does tend to blur a little more.
Now move your merged curve layer under the first layer. Move the
rainbow to somewhere where it looks right. Now you can place a tube at
one end of the rainbow.
Merge all visible.
Now we are going to save it as a pfr extension. Make sure you put
it in the
Paintshop Pro frames folder.
Now you have finished.
