Open a new transparent image, 150x150. Click on the Tubes tool and choose the Rope tube. Size 30. This part you may have to do a few times to get a straight line. Draw straight down with the rope tube by holding the left click on the mouse down. Make the line about 100 pixels long. You want it to be straight, so that's why you might have to try that a couple of times. If you get one that is straight except for the last part of it, don't undo, just trim off the crooked part. I trimmed off the top part of mine, then I selected a part of the bottom, copied it, pasted it as a new selection, flipped it and put it on the top of the rope line.

Move your rope line over to the right side of your work area. Add a new layer and draw some rope lines similar to the image below. You do not want these lines to be perfectly straight. After you have several lines at size 30, add a new layer and fill in more lines at size 20. Then finally, add a new layer and finish up with some lines at size 15. Move your up and down single line to the top layer. You can now merge the visible layers and export this as a tube file for the standard brown rope fringe.
Now let's finish up our fringe and put it on our rug.
